Where can you first buy sunspear armor?

It's in the Consulate Docks mission.....

if you want the 15k version it's in the Command Post

The basic Sunspear armor is actually available from the point you first step into Kamadan, but the OP might have meant first Max AL Sunspear armor, so Knightsaber Sith had it right.
